The project is subject to an agreement between the Agency for Digital Italy of the Presidency of the Council of Ministers and the CNR. The CNR Institutes involved are ICAR, IIT, and the RSI Structure of the General Management. The main objective of the project is the refinement of the interoperability rules of the Electronic Health Record (EHR), with regard to technical aspects not yet fully detailed, through participation in thematic working groups set up within the technical Table for EHR monitoring and address of the NSIS Control Cabin of the Ministry of Health, in which participate, in addition to the Ministry of Health, the Agency for Digital Italy, the Ministry of Economy and Finance, Sogei, the Regions and Autonomous Provinces, the Guarantor for the personal data protection, and the CNR. The results achieved so far through the support provided to the thematic working group’s concern first of all the updating of the EHR interoperability architectural model following the provisions of the art. 1, paragraph 382 of the 2017 Budget Law, which introduced amendments and additions to the art. 12 of the D.L. 179/2012 and SAA, assigning in particular to the Agency for Digital Italy the role of taking care of the design of the National Infrastructure for Interoperability (INI) of the EHR and to the Ministry of Economy and Finance the role of building this infrastructure. In more detail, the technical operational support provided allowed the elaboration of the INI project document (published with Circular AgID No. 4/2017) and of the technical specifications for interoperability of the EHR referring to the art. 23 of the implementing Decree of August 4 of the Ministry of Economy and Finance in agreement with the Ministry of Health. Secondly, the support provided to the thematic working groups concerned the formalization of the technical rules for consent management, methods for accessing EHR, mechanisms of the digital signature, management of codes, methods of communication. Further results achieved concern the carrying out of a survey on the implementation of the EHR and on the technological infrastructure, as well as a feasibility study aimed at verifying a possible design solution for the Country System regarding Electronic Healthcare.
